The efficient quantitative inspection on great hidden danger --- such as fatigue, wire breakage, abrasion, and corrosion --- are always a difficult problem in the field of non-destructive testing for over a century. Safety of wire rope is fatal to elevator in service. In 2006, 42 wire breakage accidents of elevator occurred in five major Japanese elevator companies. Japan Ministry of Land, Infrastructure, and Transport has started emergent act on elevator wire rope inspection to 520,000 in-service elevators in Japan (90% of all elevators), make elevator wire rope breakage report as a legal duty for "high relation with serious accidents".According to statistic issued by the country, elevator accidents accounted for 7.5%-18.3% of total Special Equipments Accidents. In 2005 and 2006, elevator accident ranked No. 2 of 8 types of special equipments; in the first half of 2007, the elevator accident brought a historical high of 16.9%. The death toll in elevator accidents was between 6%-13.1% of total death toll every year, which ranked No. 3 and No. 4 among 8 special equipments in year 2005 and 2006.
